how is it that they put water bottle cages on old school steel frames that don't have braze ons?  do people use those plumbing/hose clamps things that are a metal loop that you can tighten down by turning a screw?  Should I just use some chewing gum to stick it to the frame?

One word......JB Weld.  I read on the package that some guy that worked for some city garage used it to repair a part on some heavy equipment and saved the city thousands of dollars.  Heck weld that thing on there.  look in the yellow pages for a good qualified welder
